Our Story

Chester Education Foundation (CEF) was incorporated with a mission to support educational excellence and to promote revitalization in the Chester Upland community. Along with academic and workforce development programs for youth, CEF facilitates the Delaware County Communities That Care Network (CTC), which was founded in 1995 to promote evidence-based prevention through collaboration.

An ongoing community need for easy access to up-to-date information on services & resources to address the needs of Delaware County residents led to Chester Education Foundation creating the Delco Resources directory. In addition to the online directory, CEF opened the Community Resource Hub (located at the CEF office at 419 Ave of the States, Suite 700, Chester, PA 19013) where our resource navigators assist Delaware County residents with accessing health & social services, low-cost broadband internet options, free digital skills training, and much more. The Chester Education Foundation (CEF) is a Local Education Fund (LEF) created in 1989 by a consortium of local and state leaders including Widener University, West Chester University, the PA Department of Education, the Commission on Higher Education, United Way of Southeastern Delaware County, the Pew Charitable Trusts, Sun Company, Scott Paper Company, Boeing and others.
The mission of the Chester Education Foundation is to support educational excellence and to promote community revitalization in the Chester Upland community.

CTC Network

Communities That Care (CTC) is an "operating system" that brings community members and organizations together through a well-defined and structured process to prevent adolescent problem behaviors and promote positive youth development.

The Delaware County CTC Network is a broad-based coalition that collects local data on risk and protective factors shown by research to be associated with delinquency, violence, substance use, school failure and dropout rates. After collecting this data the community identifies 3-5 specific risk and protective factors to focus on, and then seeks evidence-based programs and strategies to address those priorities.
